Mr. Payne is a developer and contractor specializing in energy efficient and sustainable building. He began his career in affordable housing and community development as a project manager and instructor for the Center for Nonprofit Housing in Fremont, Michigan where he advised commercial building owners on apartment design specifications, authored program guideline manuals, drafted policy and procedures, conducted grant writing and provided homeownership counseling services. Since then, he has served as a program administrator for state and federal housing programs nationwide, conducting training and providing compliance and monitoring expertise.
