Michigan Neighborhood Stabilization Leadership

Direct Program Management

Since 2009, Capital Access has been a trusted partner to Michigan communities, beginning with providing neighborhood stabilization training statewide. As the lead Implementation Manager for the $223 million Michigan Neighborhood Stabilization Program 2 (NSP2) Consortium, Capital Access played a central role in one of the nation’s largest housing recovery efforts. 

Capital Access developed the vision and application for the NSP2 Consortium, which was administered by the Michigan State Housing Development Authority in partnership with the Center for Community Progress. The program targeted 93 census tracts across the state to stabilize neighborhoods impacted by foreclosure and blight. 

Over three years, Capital Access embedded project managers in 12 cities and eight land banks, facilitated over 4,000 demolitions, 1,000 housing rehab and new construction projects, and revitalization of more than 1,000 parcels. Our team designed compliance systems, led training, and provided on-the-ground technical assistance to ensure timely and effective delivery of HUD-funded work. 

Capital Access continues to support Michigan’s neighborhood revitalization through management of subsequent rounds of stabilization programming, helping communities reimagine vacant land, reinvest in areas with strong anchors or amenities, and employ Michigan residents in recovery-driven redevelopment.

Disaster Recovery

Capital Access first provided direct technical assistance to the state of Georgia when it needed to recover from tornadoes and severe storms caused by Hurricane Michael. 

The $51 million CDBG Disaster Recovery funds were used across the entire state, particularly in rural areas and areas with manufactured housing. We began by helping the Department of Community Affairs (DCA) draft its action plan. Then we assisted the agency with scaling and launching a large home repair and rebuild program that prioritized the state’s most impacted areas. We equipped the state to enable them to rebuild more than 20 heavily damaged counties with plans that featured comprehensive operations management and audit preparation tools.  

Then we built up the program staff’s capacity and implemented DCA’s new online application system that expedited homeowners’ applications for assistance. 

Capital Access also helped Georgia DCA build a Workforce Development Program that facilitated economic recovery. The program provided funding to select colleges within the Technical College System of Georgia. The funds were used to develop and execute workforce education and training that expanded workforce opportunities in the impacted communities.
